Summary
Improving the visibility of cyclists and scooter users
A recent decree now allows the addition of front and rear lights on bicycles and scooters. These devices can even be worn directly by the cyclist or scooter user. In addition to front and rear lights, luminous helmets, as well as brake lights and indicators worn on oneself, are joining the list of legal equipment, but under certain strict conditions.
New rules for security lighting
The safety of bicycle and electric scooter users is a priority, especially at night. Although adding additional lighting is a common practice to improve visibility, these pieces of equipment were often outside legal norms until now. Decree No. 2024-1074, published on November 29, 2024, modifies several provisions of the Traffic Code and specifies the conditions for their installation.
Mandatory equipment and fines
According to this decree, all bicycles and EDPM must have front and rear lighting to be used even during the day when visibility is reduced. In case of non-compliance, a fine of 11 euros may be imposed. This text clarifies the regulations and authorizes certain additional equipment.
Additional lights for better safety
The decree allows the addition of an extra front position light that must emit white or yellow light without dazzling. Moreover, an additional rear light can also be installed, provided it does not flash and is well visible. These additions are designed to enhance visibility when the main lights are insufficient.
Wearing lights on oneself: newly legalized
The major innovation is the authorization to wear front and rear lights on oneself, which legalizes luminous helmets and vests or other portable tools. However, these pieces of equipment must adhere to standard rules: no flashing lights or excessive lights to avoid the “Christmas tree” effect. No flashing light is allowed on helmets and vests.
Indicators and brake lights: controlled freedom
From now on, indicators and brake lights can be worn by the cyclist, in addition to being integrated into the vehicle. For example, a helmet with brake lights or indicators must not be added to those already present. This clarification of the rules marks progress for safety while ensuring a limitation to prevent abuse.
